Not all guards are equipped with the same set of equipment, the above is a superset of what can be found on the average one, nor have all the same functions.  Most of them wander the city streets, the four keys can be found only on the "gatekeepers", special stationary guards located near the city gates that lock and unlock them at predefined hours.
