 There are 2 Liches in the Forgotten Tomb in the blasted lands and both can pop the Armguards. It is best to try to kill both liches as often as possible to increase the chances of getting the armguards. I killed the South most Lich 30 times with no pop. I tried killing the Northmost lich first followed by the Southmost Lich the Armguards dropped on the first attempt.
