Description/Exam

The smooth blue circle of crystal feels wet and cold to the touch. However, no
moisture is visible on its arc and the damp feel remains while touching its
surface. The striations of crystal weave erratically through the circlet in
the entire spectrum of blue, from dark patches of turquoise to the brighter 
shadings of cyan.

Notes

Need a level 45 or lower character to kill the mob to pop. Melts when worn or carried in inventory outdoors. Every once in a while, it loses a point of armor and creates a spring.
